
Louth Co. Council are seeking Expressions of interest from a suitably qualified individual or organisation to provide the following service –
Project Management of Creative Ireland Louth 2019 Programme.
The Project Manager will report to the Creative Ireland Co-ordinator while working closely with the Creative Ireland team.

The Creative Ireland Programme is a five year all-of-Government initiative to place creativity at the centre of public policy. Summary: To provide project management/ administration services for Creative Ireland Louth and to manage key highlights, such as Criunniu na nÓG.

Cruinniú na nÓg is an annual all-island public event that celebrates culture and creativity in young people. Groups and organisations are invited to develop events in areas such as visual arts, performance to workshops on heritage or explorations of culture, food or fashion with the emphasis on ‘doing’, ‘making’, ‘creating’.

Services Required

Louth County Council are seeking Expressions of interest from suitably qualified individuals or organisations to provide the following service. To manage the 2019 Creative Ireland Programme, including the Cruinniú na nÓg programme. Applicants should have a thorough knowledge of the creative sector and should have a background in Arts & Culture or Community Development.
Advertising, Marketing and Promotion –

Devise and implement a communication strategy for the programme in conjunction with the Creative Ireland Team.

Manage advertising and promotion for Louth County Council’s Cruinniú na nÓg and Creative Ireland programmes and call out for applications. This will include conventional print and radio and social media as well as direct contact with community groups in partnership with Louth PPN and other community and youth services, and with professionals within the culture and creativity sectors through national organisations such as Visual Artists Ireland, Create, Arts & Disability Ireland, The Heritage Council, Architects Association of Ireland, Theatre Forum etc.

Develop a marketing plan, to include all social media platforms and oversee development of the creative campaign and materials required to promote the creative Ireland locally.

Act as the focal point of communication between the Co-ordinator, and the Creative Ireland team, and artists, external producers, sub-contractors, funders, sponsors, and the media.

Be responsible for uploading events to the Creative Ireland portal
Facilitation of Project Development
-
Advise and assist potential applicants in relation to project development. The project manager will be required to be able to advise a group in conjunction with the Creative Ireland Team on the most suitable practitioners to involve and to help all those involved in a project to maximise the benefit for everyone. This will require continued contact with clients over the course of their projects in person as well as by phone or email, particularly in the early stages and particularly with groups who have little previous experience in such projects.
Management of applications

Working with Louth County Council and liaising with applicants to manage the distribution, collection, assessment and scheduling of all applications and payments.
Documentation
-
Manage/coordinate applicants’ documentation requirements and coordinate in-house documentation of individual projects using video and photography.

Manage Louth County Council’s requirements in relation to documenting programmes on the national Creative Ireland platform.
Monitoring & Evaluation
-
Devise a common evaluation methodology for all projects to implement individually and to devise and implement an evaluation process for the programme as a whole in conjunction with the Creative Ireland Team
Reporting
-
To meet bi-weekly with representatives of the Culture Team (generally at Louth County Council in Dundalk) to review progress and plan next steps.

To attend all full Culture Team meetings.

To produce a report at the end of the programme.

To manage reporting requirements on the programmes with the Creative Ireland office

Content of application for contract
The application should include:

Cover letter outlining your suitability for the position

Copy of most recent CV. Applicants should have a minimum of 3 years experience in cultural co-ordination/administration.

Documentation related to a maximum of two relevant projects which you were involved in or projects you believe to be particularly relevant to this programme.

Fee and time commitment
It is envisaged that the services required will average two days (15 hours) per week, scheduled on a pro rata basis to suit the requirements of the programme. The position is offered at a rate of €200.00 per day (typically two days per week), inclusive of travel and all other expenses, payable on receipt of appropriate invoices fortnightly in arrears.

Insurances and indemnification
The project manager shall effect and maintain insurance (Public Liability (€6.5m) and Employers Liability where applicable) necessary to cover their liabilities under this contract and will indemnify Louth County Council. This is to be forwarded 1 week from date of signing contract and is to be valid when each invoice is being submitted for payment.

Location
The contractor will generally work from their own base. However, they will be expected to meet bi-weekly in Louth County Council with the Co-ordinator, and or members of the CI team to review progress and plan next steps. Facilitating project development with groups will necessitate working at various locations throughout the duration of the contract.

The successful contractor must submit a current tax clearance certificate and may be required to be registered for VAT. For further information, see www.revenue.ie.

Payment for services covered by the proposed contract will be on foot of appropriate invoices, which will be based on agreed deliverables. Invoicing arrangements will be agreed with the successful proposer, following the award of contract.

The appointment will be on the basis of a fixed-term, all-inclusive Contract for Services issued by Louth County Council.

The successful contractor shall be Garda vetted by Louth County Council.

Contractors are required to have access to a car and possess a full clean driving licence.

Louth County Council reserves the right not to award this contract and in this instance reserves the right to pursue other selection processes at its discretion.

Confidentiality of Evaluation
After the official receipt of applications, information relating to the examination, clarification, evaluation and comparison of applications and recommendations concerning the award of contract will not be disclosed to applicants or other persons not officially concerned with such process.

Ownership of Documents
All reports produced by in connection with this appointment will be considered the property of Louth County Council, and may be used as a reference including for other projects without the prior approval of the successful candidate.

Minimum of 3 years’ experience working in a cultural administration/co-ordinator role.

Experience in finance or bookkeeping, and familiarity with relevant accounting software.

Ability to manage varied tasks simultaneously, working effectively as a team member and on own initiative.

Excellent and proven organisational skills and high attention to detail in managing a diverse and demanding workload, coordinating and carrying out multi-faceted activities.
